It's their way to distance themselves from the position without outright rejecting it, since a lot of their supporters probably agree with it.

This isn't funny. It is pretty basic Christian morality. It is also what is taught by Sexaholics Anonymous who try to help people whose lives are dominated by sexual desires of sorts they don't want to act upon. They teach that people have to avoid even fantasy about such acts. There are people in the world who think differently than you do, who have a different world view and value system. The thing is, I know the Bible through and through, and there actually is no scriptural basis for the claim that masturbation is as bad as or worse than adultery. I'd be glad to be proven wrong about this. Whatm exactly is the scriptural basis in your view?You can quote the story about Onan, and as far as I know that's the most commonly used scriptural reference for the prohibition of masturbation.
